3. PENALTIES

          Hopefully never to be imposed, but every year we typically have one issue that arises during the season. 

                    a) FAILURE TO USE GAME FILE TO PLAY SERIES - the normal process weekly is team adjustments are sent in that alter rosters, lineups and rotations and then a "Play Ball" c-file is sent out that home teams use to pay their games. Before playing the games, please make sure that you are playing using the Play Ball file and not the unaltered Results file from the previous week. If the wrong file is used and the results c-file for the week has not yet been sent out, the visiting team has the option to have the series replayed, simmed, or let stand as is. If the results have already been sent out when the problem is discovered, the home team will be penalized two franchise points which will be transferred to the visiting team. A 2nd violation = as 1st plus loss of 6th round pick (or earlier if it has not been traded) and each subsequent violation will be a loss of a pick earlier than the 6th in descending order;

                    b) USING PLAYERS OUT OF POSITION - All teams must meet minimum position coverage levels (see the Guide at https://wpaulroe.wixsite.com/leg-baseball). Shit can and will happen that may result in you being forced into this position during a series for any number of reasons. If you start a series without coverage at a position, however, if possible you have to make an EMERGENCY PLAYER PICKUP (see 2ci above). If that does not occur, you will be penalized 2 FP following the completion of the series. I won't be policing teams by reviewing every series from start to finish so this will depend largely upon reporting by your opponent. 

                    c) ROTATION MINIMUMS - during the regular season you must always have a 4-man rotation in place and no pitcher can start more than 45 games in a season. This drops in the post-season to a 3-man rotation and no more than 3 starts in a series. Penalty for exceeding this will be determined by when the problem is noticed. In the regular season, the opposing team will have the option of having the series replayed or simmed (time permitting) if the results c-file has not yet been sent out to the league. If not possible, the team violating the rule will be fined 5 FP and have the player exceeding the maximum number of starts ineligible for the first round of the postseason. If the team does not qualify for the postseason, the team will lose its 4th round pick (or earlier if it has been traded).

                     d) MISSED SERIES - if you ever find yourself too busy to play your games, please arrange as best you can to have the games played by your opponent or simmed. All it takes is an email or text. Obviously extenuating circumstances may exist that could make those things impossible or seem trivial. I hope such an event never occurs. However, occasionally through being busy and not realizing you were home etc a series may wind up having to be simmed at the last minute with no warning. 1st offense - warning; 2nd offense - 2nd warning. 3rd offense - loss of 2 FP; 4th offense - loss of 4 FP; 5th offense ... well, let's not go there]

                      e) FAN FAVORITE DEMOTION - a Fan Favorite can only be demoted to the Farm Team if he is injured and must be promoted in the next series after the injury is over. The penalty for having a Fan Fav on the Farm when uninjured will be immediate loss of Fan Favorite status, loss of the two FP earned for that month of the season and inability to have a Fan Fav for the next season. Having a Fan Fav is a perk at no cost so I don't really have much sympathy for abuse. If I notice a Fan Fav is on the Farm I will always notify you to give you the ability to move him to the Active Roster, but ultimately the responsibility for this rests with the team owner. 

                       f) RUse 0% - Once a pitcher has reached 0% RUse he must be removed from the Active Roster for the next week. 1st infraction-warning; 2nd and subsequent infraction loss of 1 FP
